Agathe Riallan — Expert in gender, equality, and empowerment
Agathe Riallan is an expert in gender and equality between women and men. She supports NGOs, public institutions, educational establishments, and international organizations in conducting gender audits, comparative gender analyses, and organizational diagnostics. Her work also involves formulating recommendations, developing action plans, and designing monitoring and evaluation systems. She has experience in France, Canada, and several West African countries, including Burkina Faso, Senegal, Togo, and Côte d’Ivoire.
Annie (Gouba-Guibal)
Annick Gouba-Guibal — Consultant in public policy, evaluation, and international cooperation
Annick Gouba-Guibal supports institutions, donors, and international organizations in designing, coordinating, communicating, and evaluating development policies and programs. She works notably on issues related to media, youth, migration, inclusion, cotton, water, and African cooperation. She has led missions across the continent for actors such as the African Union, the OIF, CFI, the Deutsche Welle Akademie, and various international donors. Long committed to research and development in Africa, she chairs the FREE Afrik Institute and the Pan-African Applied Research Initiative.
Annick (Gouba-Guibal)
Annie Gouba-Guibal — Expert in strategy, communication, and organizational transformation
Annie Gouba-Guibal supports executives, institutions, and organizations in their transformation, structuring, and strategic development projects. She works notably on public strategy, political and influence communication, governance, change management, and team development.
Founder and President of L8.19, she advises public and private actors in France, Europe, and Africa, and supports leadership teams through organizational transformation. Her career also includes serving as CEO of a green-tech project focused on large-scale reforestation, as well as several leadership roles within local government authorities.
Annie has extensive experience in leading complex projects, coordinating teams, budget management, and organizing high-level institutional events. She also works as a coach for executives and managers in professional transition.
Ciro (Reni-Chalbaud)
Ciro Reni-Chalbaud — Economist, evaluator, and sustainable development specialist
Ciro Reni-Chalbaud is an economist, holds a PhD in economics, and specializes in evaluation, foresight, and international cooperation. He works on studies, impact evaluations, capitalization, and public policy analysis, with particular attention to economic, social, and environmental dynamics. His career combines expertise in international development, applied research, strategic support, and project management. He also has experience designing and managing sustainable economic activities, as well as professional translation experience in French, English, Spanish, and Italian.

Deborah Gouba specializes in public affairs, political analysis, and influence strategies. Trained in political science, European affairs, and comparative political systems analysis, she helps organizations understand their institutional environment and structure their engagement strategies. She works notably on stakeholder mapping, drafting notes and reports, designing advocacy strategies, and coordinating projects. Her international background has also led her to work on civic, cultural, and educational initiatives in France, Germany, Réunion Island, and Burkina Faso.

Manuel “Manu” Jagourd — Humanitarian expert, emergency management, and the Nexus approach
Manuel Jagourd is an expert in humanitarian aid and program management, with over 35 years of experience in crisis and development contexts. He designs, leads, and evaluates emergency responses while integrating the triple Nexus approach — humanitarian, development, and peacebuilding. His expertise covers monitoring and evaluation, operational coordination, WASH, shelter, health, nutrition, communication, and community engagement. He has also led international missions and created rapid-response mechanisms deployable in contexts of natural disasters, forced displacement, epidemics, and geopolitical crises.
Ouloufa (Dorani)

Ouloufa Dorani is a consultant specializing in public policy, monitoring and evaluation, accountability, and learning. She supports multi-donor programs in designing results frameworks, data collection tools, capitalization systems, and organizational learning mechanisms. Her experience covers youth, gender, socio-economic inclusion, media, and sustainable development. She also coordinates expert teams, facilitates partnerships, and develops strategic and operational recommendations. She has field experience in Ethiopia, Uganda, and Mauritania.

Samar (Smati)
Samar Smati — Expert in media, journalism, business law, and evaluation
Samar Smati has dual expertise in business law and media. A legal consultant, journalist, and trainer, she supports organizations in their strategic thinking, institutional analysis, and the production of legal or methodological documents. She also designs and delivers journalism training programs, particularly in economic and specialized journalism. Her experience spans legal consulting, media and institutional audits, conducting studies and evaluations, as well as instructional design and coordination of educational programs.
